Ever since inception, gaming industry is working it’s way towards never ending game. Back in early 2000s we saw may games breaking records with their sequels. Prince of Persia alone launched +5 versions and sequels of their games. Reason for that is constant need of new content. Studios had to periodically launch new DLCs or sequels to keep users engaged.
It was only after 2013, Mojang and Roblox understood that to keep generation of content high, they have to rely on that ~1% skilled gamers to create content independently meanwhile their core teams worked on more features and gameplay enchantments. This was the very rise of UGC market.
But we see that although going UGC is great way of ensuring more content in game, many studios wants more control over their game so that users can experience essence of the game. Also relying on top ~1% of skilled users is risk in itself. Because developer can be a gamer but not every gamer can be game developer. Majority of such users will create on UGC platform as hobby and can easily switch to other platform if needed be. User-generated content can be both good and bad, depending on how it is used. With quality creators, publishers can create successful engagement strategies. However, likewise, without quality control, UGC can lead to loss of traffic, user dissatisfaction, and can damage the website's reputation.
So, how can studios of AAA games ensure that their game generates content on regular basis without devoting additional work force or rely on their creators ?

This is leaps ahead of the radiant quest system we have seen in games like Fallout 4. which randomly pick parameters of a quest like location and enemies to generate quests. (Remember Preston Garvey sending you to random settlements non stop without any relevant lore or story? Those are radiant quests.)
